(ETCDC) was formed to address the longstanding under-development of neighborhoods and blight apparent in the eastern Topeka community. The geographical area has been plagued by (1) high unemployment, (2) lack of capital investment in business development due to a lack of diverse leadership and visionary strategies, and (3) dilapidated housing and commercial buildings that bring down the aesthetics and harmony in neighborhoods within the East Topeka community.
